Provider adapters are read-only by default. The Control Plane never returns provider credentials or Doppler secret values. A UI request may create a governed request artefact only; it never grants production write authority, changes IAM/RLS/secrets, mutates provider systems, or bypasses scope, security, CI or human approval gates.
